Dr. Sy's involvement in refractive laser surgery surged in the early 1990s when the procedure had yet to gain FDA approval in the United States. Motivated by this, he journeyed to Windsor, Canada, to observe and receive certification from Dr. J. Machot, a leading global laser surgeon.
